Lead routing is deciding which person or team owns a new record and assigning it to them automatically. It covers matching the record to an existing account, applying territory and capacity rules, and handing off fast enough that the owner can act while interest is still live.
Most routing failures are matching failures rather than rule failures. A lead that does not resolve to the right account gets routed correctly against the wrong context, which is invisible until someone audits it.
Speed is part of the definition. Routing that is correct and takes an hour has, for an inbound hand-raiser, already failed.
